investigation on the recycling process of scraped vehicles

[Abstract] This paper
aims at analyzing the recycling process of scraped sedans in Shanghai city by
carrying out a field research. China has become the largest automotive market
in the world since 2009. Meanwhile peak motor vehicle liquidation approaches
fast. But vehicle recycling and dismantling company did not get adequate cars.
According to the data from China Association of Automobile Manufactures (CAAM),
the average recovery of scraped vehicles in China is only 0.5%-1%, lower than
that of 5%-7% in Developed countries. So we conducted surveys in the car
dismantling branches of Baosteel Iron and steel resources company and summarized
the toxic substances contained in car parts and its environment affection. We
give suggestions to help the government to formulate distinct environmental
protection propagandism for car owners and rational policy-making. Such
measures may include: to protocol vehicle dismantling standard, make explicit
retrievable materials as well as car parts that requires innocent treatment,
encourage the development of toxic material recycling enterprises as well as
strengthen the supervision of scraped automobile illegal trading, and increase
the cost of crime.
[摘要] 本文通过实地调研的方式研究上海市报废轿车的拆解流程。从2009年起中国汽车产销量保持世界第一,报废汽车的数量也大幅攀升。但是上海市几家正规机动车回收企业并没有收到相应数量的汽车。中国汽车工业协会的数据表明中国的报废汽车回收率只有0.5%-1%,远不及发达国家5%-7%的水平。由此,我们到专门拆解轿车的上海宝钢钢铁资源有限公司拆车分公司实施一个调查。总结出零部件所含有害物质以及其环境影响,基于此结论提出建议帮助政府相关部门制定清晰地针对车主的环保宣传和政策拟定,即应该拟定拆解规范,明确汽车部件可回收部位和必须无害化处理的部位,鼓励有毒有害物质回收企业的发,展,加强对报废汽车非法交易的监管增加违法成本等。
